The JOINT Effectiveness Checklist provides a comparatively simple framework for policy-makers and researchers to analyse the effectiveness of the EU’s response to conflicts and crises. It adds value to existing evaluation tools by a) assessing effectiveness relative to the level of difficulty of the policy environment, and b) adapting and further developing existing standard policy assessment criteria/ indicators specifically to the requirements of the multi-actor/multi-layered/multisector nature of the EU foreign and security policy.
