Global and networking action of local governments: the case of development aid

This essay takes a methodological approach to the study of the international and networking activities of non-central governments. This approach draws on the literature on transnational networks, and also uses key theoretical and conceptual contributions from the field of sub-state governments as international actors. These governments possess a specificity –they are political, state actors, but they are not representatives of State Government–, which makes them different from other, new actors that are active in the transnational space, and thus requires a specific approach. The resulting methodology, which examines incentives, organisational choices and functions, is applied to the analysis of the role of local authorities’ networks in the international system of development aid.
