Development theory has undergone several changes over the last two decades. However, the international reality has changed more profoundly. The increased heterogeneity of the developing world, the diverse experience of economic success among some developing countries, the new geography of global poverty, the increased multipolarity of the international system and the wider spheres of international public assets are just some of these changes. Thus, it is necessary to think again about the development process and the strategies that are required to promote economic and social change. This article represents an attempt to contribute to that reflection.
