Detecting and Countering Information Suppression from A Transnational Perspective

Over the last few years, Foreign Information Manipulation and Interference (FIMI) has grown into a significant threat to democracies worldwide. Against this, the project aims to provide novel insights, categories, concepts, measurements and empirical results, to help counter FIMI and information suppression in the EU and partner countries.

DE-CONSPIRATOR aims to provide a clearer view of why foreign states engage in information manipulation and suppression, why domestic actors in and across the EU consume and spread such dynamics, and how to think about and measure why certain forms of FIMI become “more successful” than others. In particular, the project aims to:

  1. Understand the technological repertoires and strategic logic of Foreign Information Manipulation Interference (FIMI) and information suppression from the perspective of the perpetrators;
  2. Identify domestic networks in EU and partner countries that help consume and spread FIMI and information suppression dynamics;
  3. Develop a multi-national and multi-lingual event repository of politically significant cases of FIMI and information suppression;
  4. Understand the social and psychological drivers of ‘successful FIMI’; and
  5. Explore strengths, limitations and opportunities in legal, diplomatic, regulatory and platform-level frameworks against FIMI and preventing information suppression.
